We've always played that a unit that withdraws because of cloaking is not a vulnerable to being destroyed by splash damage, even if the controlling player wanted it to be (like if you used Burrow on a Zergling, leaving only an Ultralisk to eat the splash). As mentioned, a unit that withdraws still counts as a 'kill' for the purposes of triggering splash damage. That would be absolutely correct. Just to be crystal clear, imagine this situation: Dark Templar (support) + Zealot (front-line) vs Archon (front-line) Archon plays a splash damage card and has sufficient strength to destroy Zealot.
